Born February 23, 1909 in the village Tundrino, Surgut district. In 1939 he moved with his family to Tobolsk. In December 1941 V.E. Balin volunteered for the front. Combat path: fought on the Leningrad front. Military rank-petty officer. Disappeared in December 1942.
