Born in 1907 in the village Saranpaul. He married Arteeva Taisya Ivanovna. Five children were born in the Vokuev family: Efim, Semyon, Savita, Anna, Alexander. Before the war, Lazar Nikolayevich worked as a chief groom on the collective farm. In 1940, Petr Mikhailovich Turgachev was sent from the Saranpaul collective farm to Moscow to the Exhibition of Achievements of the National Economy as the best hunter and Lazar Nikolayevich Vokuev as the best groom. Lazar Nikolaevich took with him to VDNKh a pedigree stallion named Collectivist, who was left in Moscow. On August 31, 1941 he was drafted into the ranks of the Red Army. Disappeared in January 1944.
