Even before the war, on the basis of the decree of the Central Executive Committee and the Council of People's Commissars of the USSR of June 27, 1936, state benefits for large families were assigned. Until 1944, mothers with many children with six children received such benefits at the birth of their seventh child and each subsequent one. After the decree of the Presidium of the Supreme Soviet of the USSR was issued, state allowances began to be issued to mothers of large families with two children, at the birth of the third and each next child, instead of the previous procedure.

In March 1945, the executive committee of the Khanty-Mansiysk village council sent petitions to nominate 65 mothers with many children for awards.
